Senate Approps. Vice Chair Leahy Statement Ahead of Senate Passage of the Coronavirus Emergency Supplemental

This week, Congress showed strong, decisive leadership in addressing the novel coronavirus. As Appropriators often do, and as members of Congress proved they are still capable of doing even in the most partisan times, we put our labels aside and came together for the American people. Unfortunately, this is something the President has not done. By actively spreading misinformation on national television and downplaying the potential risks to the American people, I am concerned the President… Continue Reading

Vice Chairman Leahy Statement on Interior, FSGG, Agriculture, T-HUD Minibus

I am pleased to be here at the third appropriations conference of Fiscal Year 2019. We have made a lot of progress toward an agreement on the four bills before us - Interior, Financial Services, Agriculture, and Transportation-HUD - that will allow us to move this package forward, but we still have work to do and differences to resolve. Together these bills demonstrate the importance of the bipartisan budget agreement reached earlier this year. In these four bills, the priorities outlined in … Continue Reading

Leahy's amendment would strengthen election security ahead of the 2018 midterms by providing $250 million in grants to states. The amendment to one of the four annual Appropriations bills pending on the Sena… Continue Reading

Statement of Vice Chairman Patrick Leahy (D-Vt.) On Urging A Senate Floor Vote On The Election Security Grant Amendment

I want to thank the Senior Senator from Alabama for working closely with me throughout this process. We are continuing to work on a managers' package, and I also want to bring up my election security grants amendment soon. The Senate must act as a coequal branch of government in defending against a threat to our democracy. The threat is very real. Our intelligence community unanimously agrees that Russia interfered in the 2016 elections, and that there is an imminent threat to the 2018 ele… Continue Reading

Remarks of Senator Patrick Leahy Supporting Appropriations Amendment on State Election Security Grants

I come to the floor today to talk about an amendment I will be offering that provides $250 million dollars for State Election Security Grants to protect our upcoming elections from attacks by Russia and other hostile foreign powers - which we know are growing and active threats. After our Intelligence Community's unanimous assessment that Russia interfered in our 2016 election, Congress came together and appropriated $380 million dollars for State Election Security Grants in the FY 2018 Omnibu… Continue Reading

Vice Chairman Leahy Statement on the President’s Fiscal Year 2018 Funding Request for the U.S. Department of Treasury

Thank you, Chairwoman Capito and Ranking Member Coons, for the opportunity to make a few brief opening remarks. Commissioner Koskinen, it's great to see you again. The last time we spoke, we found we agreed on more than we disagreed, and I have appreciated a close working relationship with you. It should be of no surprise to you that I want to emphasize the importance of taxpayer services. Reductions to those services disproportionately impact rural communities. Commissioner, you have been tas… Continue Reading

Vice Chairman Leahy Statement On The FY 18 Budget Request For The Federal Communications Commission

Thank you, Chairwoman Capito and Ranking Member Coons, for the opportunity to make brief remarks. The Trump budget proposal for FY 2018 cuts funding for the FCC's core budget by 5 percent. If implemented it would require a reduction in over 100 full-time employees. While this proposed cut may pale in comparison to the drastic cuts President Trump proposed for other agencies, it is a significant for an agency whose budget has been flat-funded since FY 2009. Perhaps this is a reflection of an… Continue Reading
